Oddly enough, it looks like players won't be able to switch crossplay off on Call Of Duty: Modern Warfare II if they're using an Xbox or PC.
As per a report from Video Games Chronicle, the only option to switch crossplay off on an Xbox is through the system settings, which will disable crossplay for every single online game that the person owns. On the other hand, PC players have no possible course of action to take and will have to wait until Infinity Ward or Activision offer an alternative.

All other Call Of Duty games allow players to switch crossplay on or off however they like to play. There are arguments for and against, like the fact that console players benefit from aim assist, and that PC players often use a mouse and keyboard and are able to be quicker with inputs in some instances. Still, the whole community should have the choice, and as it stands, only PlayStation 4 and PlayStation 5 owners have access to this feature.

Evidently, neither party is happy. There are reports that the option for crossplay was present in the beta for Call Of Duty: Modern Warfare II so it might be that the omission is a technical hiccup. We'll let you know more once Activision acknowledges the sentiments from its players.
