In a statement to Eurogamer, the company claims that the title had “not been approved for release” in the country.
"At this time, the title will not be available for release in the region. As a result, all pre-orders in Kuwait will be cancelled and refunded to the original point of purchase," the statement reads.
"We remain hopeful that local authorities will reconsider, and allow players in Kuwait to enjoy this all-new experience in the Black Ops series."
Although Activision did not go into detail over this decision, we can assume it relates to the Gulf War themes present in Black Ops 6.

With the Gulf War triggered by Iraq’s invasion of Kuwait in the early 90s, it would make sense for Kuwait to prohibit the game’s release.
For everybody else, Call of Duty: Black Ops 6 will launch on 25 October and will be heading to the Xbox Game Pass on day one.
It arrives alongside Call of Duty: Modern Warfare III and Call of Duty: Warzone which are now free to download for all Game Pass members.
With just a few days left until Black Ops 6 launches, it is worth clearing out that storage space as it is a big ‘un.

Here’s hoping the people of Kuwait will get to experience the brand-new Activision title soon.
