In an update, some time ago, it was stated by a member of Bethesda that the big delay between games comes down to one thing - people.

It takes a lot of people working for a very long time to craft epic RPGs such as the titles the developer is known for.
Of course, this means fans have to wait a long time, and it can be crushing to realise that many years will pass before you see your favourite series again.
On Reddit, fans are lamenting the agonising wait.
“I mean, they still need to release ES6,” says one fan.

“They need to lease a Fallout game to another dev, but they likely won't because they are scared for a second time a different dev will make a better fallout than they can,” comments LostSif.
This user is, of course, reflecting on Fallout: New Vegas, which wasn’t made by a team at Bethesda and was developed by Obsidian.
This spin-off is often hailed as the best game in the franchise, and forces players to wonder why Bethesda doesn’t just licence the game out to other creators.
“Surely they could've let a good studio have a dig at Fallout in between 4 and 5,” wonders QTGavira.
